Selecting the 1280x1024 16 bit resolution (instead of 32 bit) in the -setup options fixed it. I had the same problem as you after following FireDancer's instructions but I was able to fix it by disabling fullscreen optimizations in the compatibility tab. But selecting your settings just stops the game running at all now, it tries to but doesn't load anything up at all anymore. I tried your solution (option 1 didn't work but it did enable the compatibility tab, so it wasn't some Harry Potter room of requirement thing lol).
